HRD and Organization Development Manager at SAMH

At Singapore Association for Mental Health, SAMH, we improve the lives of persons with mental health issues through rehabilitation and reintegration. We are currently looking for an energetic, motivated individual with a positive attitude to join us as a HRD and Organization Development Manager.

Job Purpose:

Support the organisation in the areas of capability building, learning & development, and process improvements to achieve operational excellence and alignment with the organisation’s mission.


  • Responsible for managing the end to end process of Learning & Development and Talent Development initiatives including establishing strategies, policies and plans on total training development and career roadmap
  • Design and deliver training programs and initiatives that includes performance management
  • Ensure that organization-wide talent management and performance management initiatives are focused and aligned on improving organizational capabilities and operational effectiveness
  • Design and lead staff engagement initiatives and programmes to improve the staff engagement and well-being.

In area of Business Excellence Support

  • Support the development, implementation and improvement of the processes, structures, capabilities, and capacity needed
  • Work with Management and teams to conduct internal organisation’s diagnosis to identify gaps and propose intervention plans
  • Collect and analyse data to provide fact-based recommendations and measure the impact of the intervention plans to ensure effectiveness. Provide periodic progress updates to Management and external stakeholders where necessary
  • Facilitate meetings and workshops for Management and teams in ensuring process alignment and providing solutions for areas for improvements
  • Review, improve and revitalise internal work processes and practices

In area of Process Improvement Support

  • Identify knowledge gaps and deliver relevant intervention to address organisational knowledge sharing and dissemination requirements
  • Facilitate the implementation of SOP documentation across all departments
  • Review policies on succession, career development and training plans
  • Review and revise HR policies


Skills and Competencies

  • Strong analytical skills, interpersonal skills, influencing skills, and stakeholder management
  • Passionate about making a positive difference, empathetic, enthusiastic, self-motivated, meticulous, and creative
  • Ability to plan, multi-task and has good leadership skilsl


  • Degree in related field
  • Minimum 5 – 8 years of experience in organisation development, change management, quality improvement or equivalent (e.g. BE, Leadership Development, Organisation Culture and Employee Engagement, Quality Circle and Team Development, Continuous Improvement, Strategic Planning, Project Management, Knowledge Management)
  • Proven track record in supporting the Business Excellence certifications
  • Excellent interpersonal counselling, communication and negotiation skills with ability to build rapport and to work effectively and efficiently across all levels in a dynamic and fast-growing environment with a strong focus on personal accountability, strong work ethic and integrity.
  • Self-starter with high level of initiative, able to work independently in a team environment, engaging and experienced facilitator.
  • Able to work independently and as a team player
  • Motivated and energetic
  • Experience in social service industry will be an advantage
